After his retirement from the Sheriff's Department in 2003, Mr. Metzgar started his own polygraph business.
He routinely administers confidential testing for attorneys and he is heavily involved in administering polygraph testing to sexual offenders that are participating in treatment.
His test results have been accepted in Court in Hillsborough County by stipulation. |

2009 Retraining Days
Five day Seminar with the American Polygraph Association in Nashville Tn.
Three day Florida Polygraph Association Seminar in Lake Mary Florida.
° Certified polygraph examiner with the Florida Polygraph Association Certificate # 110.
Also PCSOT Certified to administer clinical polygraph testing to sexual offenders that are in treatment and on probation.
° 1981 Graduate of the Munford Institute of Polygraph in Atlanta, Ga.
° 1981, started the criminal polygraph testing program at the Hillsborough County Sheriff’s Office in Tampa, Florida
° 1982 through 1990, attended two Florida Polygraph Association Seminars a year. After 1990, attended one FPA seminar a year.
Every third year attended one National Polygraph training seminar with the American Polygraph Association or the American Association of Police Polygraph Examiners.
° 1984 completed a one week advanced polygraph course taught by Interroter Associates at the St. Petersburg Police Department.
° 1986 completed a four week advanced polygraph course for Law Enforcement polygraph examiners at the FBI academy in Quantico Virginia,
° Early 1990’s attended one week course on computer polygraph at DoDPI in Anniston Alabama
° 1999 completed a forty hour course and was certified to administer Clinical Polygraph Examinations for Sexual Offenders in Treatment programs.
° Last polygraph training seminar I attended was in May 2008.
° Follow up training of three new polygraph examiners at the Hillsborough County Sheriffs Department after they graduated from approved polygraph schools.
° Numerous law enforcement related training seminars.
Court Accepted Polygraph Test Results:
As recent as May of 2007, polygraph test results accepted in a court proceeding in Hillsborough County Court that involved allegations of criminal misconduct made against one of the clients of opposing attorneys. Have testified about polygraph testing at numerous depositions and in court suppression hearings that involved polygraph testing.
Number of Polygraph Test completed and Court Testimony
Exceeds 15,000 polygraph examinations conducted; to include Pre-Employment testing, Criminal Specific Issue and Clinical polygraph testing of sex offenders in treatment. Routine testimony in court regarding admissions from criminal suspects. Polygraph testimony at suppression hearings and depositions.
Polygraph Research
° Participated with Department of Defense Polygraph Institute (DoDPI) in a research project in 2000. Achieved 90.9 % accuracy rate in the blind scoring of one
hundred polygraph test administered to examinee’s by federal polygrpah examiners. Also found more of the truthful examinee than is typically the case in blind scoring.
° Worked with a team of University of South Florida Professors in 1998 through 2000 to put together a research proposal on a police applicant polygraph screening test that
I developed. This testing format is used exclusively by the Hillsborough County Sheriff’s Department to administer polygraph testing to all applicants. We submitted
this research proposal to DoDPI with supporting letters from Senator Bob Graham and Senator Jim Davis, for consideration for funding.

Additional Polygraph Employment
Self employed examiner since 2003 to present. Administer clinical sexual offender polygraph testing in the private sector. Also administer Private attorney testing. Was awarded the contract to administer clinical polygraph testing at the Florida Civil Commitment Center in Arcadia, Florida in March 2004.
